The Naneum-Coleman Fish Passage Projects involved two unscreened irrigation diversions that were barriers to safe fish passage in these tributaries of the Wilson/Naneum watershed near Ellensburg. Kittitas County Conservation District (KCCD) installed a fish screen and pump station, and removed the old concrete diversion that was a fish passage barrier on Naneum Creek. KCCD completed final designs to address fish screening and fish passage at the diversion on Coleman Creek. Both diversions serve the same landowner and were or are currently the most downstream barrier on their respective stream. Addressing these diversions is part of an incremental effort to continue to provide safe fish passage in the Wilson/Naneum watershed. KCCD also converted the landowner to high efficiency sprinklers at the Naneum Creek site to reduce the landowner's water use. The lower water use did not lead to water entered into the Trust Water Rights Program as the landowner does not have a creek water right; rather, the lower water usage will allow the Ellensburg Water Company to better serve their other customers. The lower water usage by the landowner did reduce the size of the fish screen and pump and reduced the potential for soil and nutrients to enter the stream in the irrigation return flows. The project goals were to extend available rearing habitat for juvenile spring Chinook Salmon, Coho Salmon, and summer steelhead and to reduce the potential for water quality impacts related to sediment movement into the waterway, which was accomplished on the Naneum Creek site. Note that the original project scope included installation of a fish screen, sprinkler irrigation system, and fish passage barrier correction at the Coleman Creek site. However, work at the Coleman worksite was delayed while the landowner pursued permission to construct a solar facility on his property. The change from agriculture to solar use would have led to a change in water use and irrigation and fish screening methodology. After a long process (with additional public comment periods), the Governor granted approval for the solar facility, but that decision is now under appeal by Kittitas County. Given the uncertainty in the outcome and the timing of the outcome, we removed construction at the Coleman site from the scope of work and returned $239,858 of RCO funding.
