The Kittitas County Conservation District used this grant to design solutions for five fish passage barriers on Coleman Creek. Coleman Creek currently passes under the Ellensburg Water Company Canal in a small pipe. EWC diverts their water upstream at a full channel spanning structure that blocks fish passage and does not have a fish screen. Three other diversions also block fish passage. The project produced bid ready designs and specifications for a siphon to fully separate the Ellensburg Water Company Canal from Coleman Creek and for a passable structure and fish screen for the water company diversion. The project also created recommendations for providing water to the lower diversions that eliminate the need for fish screens.
The Kittitas County Conservation District used this funding to complete project designs for the Ellensburg Water Company (EWC) canal intersection with Coleman Creek, the EWC Irrigation diversion from Coleman Creek, and two downstream diversions that are associated with private rights and/or EWC delivered via Coleman Creek. The project designs were completed for the EWC diversion and the EWC delivered with Coleman Creek. An application for construction funding for those sites was submitted to the local lead entity in the 2010 funding cycle. The project was an alternate on the list submitted to SRFB. The irrigators and landowners associated with the two downstream diversions were consulted in the feasibility process. A conceptual design for fish screens and fish passage was initiated for each site. In addition, survey work on several earthen delivery ditches was completed. This survey data will be utilized in continued planning to address the lower diversions and more efficient delivery of the EWC water to those affected parcels.
