DESCRIPTION
The City of Bothell acquired services from Jacobs Engineering Group as the prime contractor and Pace Engineers, Inc as Jacobs sub-contractor to provide all project elements required to complete a Conceptual Basis of Design Report (CBODR) for Project 20-1061, E Side Wayne Sammamish-Wyanita Restoration Design, as listed in the in Project Deliverables Table found in the RCO Manual 18 Appendix D. To support the development of the CBODR, the City of Bothell and/or Jacobs Engineering Group and Pace Engineers collected hydrologic and water quality field measurements, performed wetland and stream delineation surveys, topographic and stream hydraulic surveys, and conducted reach assessment and fluvial characterization at the East Side Wayne Sammamish-Waynita Restoration location. Below is summary of tasks performed to support the development of the CBODR and when they were completed. • The cultural resources survey was completed in late May of 2022 and submitted to the RCO in August 2022. The cultural resources survey was returned to the City/Jacobs team for revisions and final cultural resources survey was submitted and accepted by the RCO and DAHP in May of 2023. • The wetland/stream delineation, topographic surveys, and fluvial assessments and arborist surveys were performed in the summer of 2022 and spring 2023. • The Stakeholder Engagement Plan was developed by Jacobs in the summer of 2022 and implemented in the fall of 2022. • Four project alternatives were created for consideration and stakeholder engagement interviews were conducted in the fall/winter of 2022. • Reports were completed for Hydrology and Hydraulics, Wetland and Stream Delineation, Final Fluvial Assessment. • City Council approval of the Preferred Alternative #4 occurred in December of 2023 with the flexibility to change design if it the Preferred Alternative proved infeasible. • Waynita project folio and briefing statements were completed in March of 2023. • All encompassing Conceptual Basis of Design Report with the Alternatives Report was completed in March of 2023. The following project deliverables were uploaded to the RCO Prism site: Cultural Resources Survey and the CBODR that included; Introduction, Goals and Objectives, Site Characterization, Alternatives Assessment, Cost, and Preliminary Design Drawings. Associated reports supporting these deliverables included: Hydrology and Hydraulics Report, Wetland and Stream Delineation Report, Fluvial Assessment Report and a Topographic Survey. Additionally, the Waynita project folio was uploaded to the RCO Prism site and to reach as many community members as possible, the City created a GIS Story Map and hosted a month long virtual open house regarding the 4 alternatives created. The project was initially set up for metrics that supported milestones for a Final Design project stage deliverable. The project scope was clarified and new milestones were provided to support the completion of a Conceptual Design deliverable. The updated milestones are listed below.
