This development project is sited within the Southeastern area of Deception Pass State Park on Whidbey Island. Cornet Bay and Hoypus point provide access to water related activities as well as provide upland opportunities and connections to the vast network of trails on Hoypus Hill. Since the magnitude of the final concept plan encompasses infrastructure, and administration, as well as marine and upland recreation, the overall redevelopment of this area will be realized over multiple phases and several years. The phase of work that is packaged into this grant proposal addresses the day use facility. • At Cornet Bay, the picnic area will be redeveloped with a new Restroom, a picnic structure, pedestrian circulation and landscaping. A kayak launch and inter park transit stop are also included. • From Cornet Bay, the existing road to Hoypus Point will be converted to a non-motorized trail with -interpretation of the historic ferry crossing at Hoypus Point.
