The project area included the shoreline area southwest from the Marine Maintenance Facility Dock at Cornet Bay in Deception Pass State Park as well as riparian vegetation management including the previously restored areas of the site. The goal of this proposed project was to remedy the effects of past sediment transport failure and destruction of shoreline and riparian habitat at Cornet Bay by improving beach structure and composition, restoring native riparian habitat, and restoring nearshore/beach habitat for use by multiple species including coho, pink, and Chinook salmon and surf smelt. An ancillary goal was to build awareness of the importance of nearshore habitat and forage fish to the recovery of salmon in Puget Sound amongst park users in this highly visited state park. The project restored the beach to its natural condition by removing fill and placing beach sediment, expanding the existing marsh north of the fill to capture storm-water runoff from the marsh on the opposite side of Cornet Bay Road, and enhancing the upland areas with native plant species.The total linear feet of beach treated was approximately 250. This is less than proposed as it was determined during the design phase that approximately 300 feet of beach had adequately sized and sufficient volume of substrate suitable for forage fish spawning and no structures were present that required removal. The project activities included finalizing the design, permitting, archaeological assessment, construction, and on-going riparian vegetation maintenance. Construction of Area 1 was completed in November 2015. Area 1 restoration removed fill along 240 feet of shoreline. The beach was re-graded and nourished to match the natural shoreline slope. A small salt marsh area that was expanded slightly and an outfall pipe that drains from a forested wetland across the road was rerouted to drain into the wetland rather than directly onto the beach. Approximately 1,180 cubic yards of beach gravel appropriately sized for forage fish spawning was placed on the beach. The first phase of native vegetation was planted along Area 1 in March 2016 to provide a functional riparian corridor that will allow for shading of the upper intertidal zone of the beach. Subsequent plantings were installed in fall 2016 and spring 2017 with weeding and watering occurring seasonally each spring and summer. The project area will be restored to a natural beach profile, with riparian planting in the upland and nearshore and strategic placement of large woody debris to increase habitat value. The project scope was increased with added 2013-2015 Puget Sound Acquisition and Restoration (PSAR) - Project Implementation and Development Award (PIDA) funds for planning and partial design of habitat improvements around the pier. Currently, the fill supporting the approach to the dock and the debris associated with it, extends down to approximately 3 to 5 feet above mean lower low water. The resulting groin has impounded a large amount of sand on the northeast side of the filled area. Benefits of the retro-fit would include elimination of longshore blockage and resumption of sand supply to areas downdrift (southwest) and replacement of adjacent portion of creosote overwater structure. The project completed a feasibility assessment with alternatives, however the selected alternative was not forwarded to design due to less than desired cost-benefit for the small area of restoration. It was determined that this restoration benefit will best be achieved by waiting for a time when funding is available to replace the entirety of the creosote-treated pier. The project period was extended to provide for continuous and on-going planting and maintenance of the riparian vegetation. Additional maintenance of plants will continue for two more years to ensure a survival rate of 80% can be achieved.
