The Mid-Columbia Regional Fisheries Enhancement Group requests funds to cover budget shortfalls on the Lower Cowiche Creek Phase 2 (11-1320) and to significantly extend the project immediately downstream, as Phase 3. Phase 3 expands restoration in this reach from the initial 500 feet proposed in Phase 2 to 2,000 feet, providing significantly greater habitat benefits. The combined Phase 2 and 3 project will improve instream habitat, riparian condition and floodplain connectivity on five contiguous properties. Habitat objectives include: · Reconnect Cowiche Creek with its floodplain along 1,100 feet by removing an old railroad berm; · Allow the creek to migrate naturally by constructing a setback berm that removes the need for left bank stabilization along nearly 1,000 feet; · Increase floodplain complexity, stream shading and bank stability by planting along 900 feet of streambank and revegetating one acre of floodplain; · Encourage channel aggradation, reduce streambank scour, and improve floodplain connectivity by removing a concrete embankment. The Phase 2 budget is inadequate to cover implementation cost estimates that are higher than budgeted for the 500 ft dike removal, due to the unanticipated need to build instream structures to redirect streamflow in one section and the need to haul waste associated with dike removal off-site rather than spreading the material onsite as planned. The project benefits steelhead and coho in a priority location and supports actions called for in the Yakima Steelhead Recovery Plan.
