DESCRIPTION
In 2009, the Washington Department of Fish and Wildlife (WDFW) partnered with the Skagit River System Cooperative (SRSC) to implement a 161-acre estuary restoration project in support of Chinook salmon recovery. The 2009 project, located at the Skagit headquarters site within the Skagit Wildlife Area, constructed a setback levee and new tidegates and removed a river/bay-front levee. The tidegates failed immediately and drainage issues developed on the landward side of the setback levee; these problems were fixed by early 2016. Overtopping of the setback levee during a storm event in March 2016 provided evidence of problems with the setback levee. Subsequent analyses indicate the levee does not meet protection standards acceptable to the local diking district (Consolidated Diking, Drainage and Irrigation District #22 [CDD22]) or the US Army Corps of Engineers (Corps).
This project completed the initial analyses, alternatives analysis, and conceptual design to modify the existing levee to meet protection standards acceptable to CDD22 and the Corps, and consistent with the Corps PL84-99 program as it relates to dike height and stability.
