DESCRIPTION
Wiley Slough and Milltown Island, two important rearing sites for juvenile salmonids, are located near the mouth of the South Fork Skagit River, near Conway Washington. Both are listed as priority restoration sites in the Skagit Chinook Recovery Plan (SRSC & WDFW 2005), and implementation of actions to restore natural processes that shape and maintain delta wetland habitat have already occurred at both sites. At Milltown Island, further restoration that builds upon actions already completed at the site is proposed, and is intended to continue restoration of natural processes and fish access to historic habitat that has been lost due to diking around the island’s perimeter. At Wiley Slough, restoration has been completed, so no further restoration actions are planned. However, continued biological and physical monitoring is proposed for both the Milltown Island and Wiley Slough sites. Monitoring at both these large, publicly-owned sites provides a tremendous opportunity to evaluate the effectiveness of delta habitat restoration techniques as well as to test a host of hypotheses concerning delta habitat formation, salmon usage, and vegetation response to process restoration. Specifically, we propose to (1) remove 378 linear feet of dike at Milltown Island, (2) create 1,315 linear feet of tidal channel to restore tidal function and fish access to 52 acres of scrub-shrub delta wetland habitat, and (3) implement continued biological and physical monitoring of 160 acres at Wiley Slough and 75 acres at Milltown Island.
