This project will develop final designs to: 1. Excavate a tidal channel through a beach berm and road to create a 17 acre pocket estuary in the drained wetland at Similk 2. Construct branching tidal channels in the pocket estuary to mimic natural channel conditions and length/area ratios 3. Raise Satterlee road and construct a bridge over the new tidal channel. Pocket estuaries see high use by juvenile Skagit Chinook and are a high priority for habitat restoration in Skagit Bay. Satterlee Road is the only alternative land access to Fidalgo and Whidbey Islands. It is currently well below the high tide elevation, threatened by pump failure and sea level rise. The county-maintained pumphouse and drainage network will be removed and Satterlee Road will be elevated out of danger. The shellfish operation and a golf course at the site are owned by the Swinomish Tribe and the project will impact their operations without necessary design accommodations planned in this phase. The Swinomish Indian Tribal Community is partnering with the Skagit River System Cooperative and working with Skagit County to design this important Chinook habitat project that also builds resilience and sustainability into important civil infrastructure.
