DESCRIPTION
This project had two distinct elements to address reconnecting currently isolated floodplain habitat to the Skagit River. The project involved the feasibility and preliminary design of a levee setback and the purchase of approximately 22 acres. The acquisition phase was to be pursued only after completing the feasibility/preliminary design report. The feasibility and preliminary design were completed and submitted to SRFB. The results of the study estimated the project would increase smolt production by 12,706 at a cost of $4,920,700. The purchase of the 22 acres site was contingent on the completion of the conceptual/feasibility study with an agreed upon recommended alternative by the stakeholders and the Skagit Watershed Council. Although approved by the Technical Work Group, it was not approved by the Board of Director of the SWC. Since the site was part of larger Puget Sound Nearshore Ecosystem Recovery - General Investigation assessment of the North Fork Skagit River Delta project, it came into question whether it was appropriate to move ahead on a project on this site at this time. Attempts to transfer the acquisition portion of this grant to WDFW were not successful. Most of the remaining funds for the project were reallocated to other projects within the watershed.
