DESCRIPTION
Kitsap County proposes to use Large CAP PSAR funds to complete Harper Estuary restoration by removing most of the armor and fill that supports a road, and replacing an undersized culvert with a bridge. The bridge is twice as long as needed, a preference of WDFW and the Suquamish Tribe confirmed during the design phase of the project. This will allow full tidal influence into this small, but strategically located estuary. This will restore fish passage, sediment processes, tidal function and erosion/accretion of sediment. Primary habitat to be restored is nearshore - this is a small estuary with salt marsh fringe, mud flats and small freshwater streams, surrounded by lowland forests. Primary species protected is Chinook, but chum, coho, and cutthroat will also benefit. The project is located in south Kitsap County in the Central Basin of Puget Sound, between Colvos and Rich Passages, near Blake Island. The road abandonment option for this project was rejected in 2014 by a process funded by WDFW and ECY, The process involved a traffic study, conversations with the local community and the fire district. The only other access road is too narrow. The project is fully designed and permitted.
