DESCRIPTION
The overall project goal is to restore the ecological processes of the Lower Dungeness River. The channel is constrained along the east side by a levee constructed by the Army Corps of Engineers in 1963. As a result of increased flooding on the west bank, a levee was constructed by a private landowner. The Washington Department of Fish and Wildlife (WDFW) negotiations with the private levee owner to purchase the property on the west side of the river were unsuccessful, as the west bank landowners declined the WDFW offer. Several parcels adjacent to the east levee have been purchased by WDFW in anticipation of levee setback. Two other landowners along the eastern bank have been approached for acquisition of their properties. Targeted properties will be purchased with this project using an additional grant, other property owners will be approached to determine the full potential for levee setback. Dike/levee setback and channel restoration in this reach will provide sorely needed floodplain and side channel habitat. The project will primarily benefit spawning and rearing summer chum, lower river pink salmon, Chinook, bulltrout, steelhead, and all other migratory salmonids. RCO #07-1874 Planning project was orginally scoped as a non-capitol project to develop plans for levee (dike) setback. The project was amended to Planning and Acquisition with the need to settle parcel acquisition prior to setback design and the unexpectedly high acquisition costs for #07-1811. There was limited preliminary cost estimates and design work accomplished under the scope of this project and Cost Share Agreement with the US Army Corps of Engineers for a Feasibility Study as the levee is considered a structure of the USACE. Additional design work was amended to be included in RCO#09-1543. The 09-1543 project originally targeted acquiring 2755 Towne Road (Chang), but the parcel was purchased by WDFW, amending 09-1543 from Acquisition to Planning then allows work on levee setback design to continue with the complete targeted flooplain footprint now in County or WDFW ownership. This phase of the project successfully acquired 2747 Towne Road (Tharinger/Yokota) property and WDFW acquired 2755 Towne Road (Chang) with USDFW Coastal Wetlands funds and deeded it to the County to fulfill match requirements.
