The work completed during this project included the development of an 80% preliminary design, outreach to neighboring landowners, HCSEG staff worked with permitting agencies to identify necessary permits for construction phase, a cultural resource assessment was completed, and development of a cost estimate for final design and construction. There was a scope change during the project. The original scope of the project included having Mason Conservation District’s engineer completing all design elements. Unfortunately, an unforeseen tragedy resulted in HCSEG and MCD having to hire another engineer, Waterfall Engineering, to complete the design work. This change resulted in a significant increase in costs, associated with the design elements of the project, and made finishing the final design unattainable. It also limited HCSEG ability to secure all necessary permits for the final phase of the project.
