DESCRIPTION
Through the Office of the Chehalis Basin Aquatic Species Restoration Program Forterra and partners supported the Early Action Reach projects with acquisition assistance. Along with Capitol Land Trust, Forterra protected 275 acres of riparian property on the Satsop and Wynoochee Rivers in Grays Harbor County and Stillman and Skookumchuck Rivers in Lewis and Thurston County. One property was protected with a conservation easement and the remaining seven were purchased in fee. All properties were privately owned and purchased from willing sellers. Here are brief summaries of each of the properties. 1) Satsop River Property 1. This 40acre property was purchase by Forterra in 2019 for $372,000. After the purchase, a private home was demolished from the floodplain. The homeowner had a strong desire to see the historic barn remain intact on the property so it was left there until 2023, when it was demolished due to consistent flooding and concerns over debris being washed downstream. 2) Satsop River Property 2. This 31 acre parcel was purchased by Forterra in 2021 for $93,000. It was previously used primarily for grazing and is located just to the south of 40 acre property mentioned above. 3) Satsop River Property 3. With a boundary line adjustment, Forterra purchased 47 riparian acres of the 260 acre property for $140,736 in December of 2021. 4. Wynoochie River Property. A boundary line adjustment allowed Forterra to purchase 26 acres and for the landowner to retain 6 upland acres. In coordination with the Grays Harbor Conservation District, a house was relocated outside of the floodplain, allowing the landowner to continue to live on the upland portion. The land purchase was completed in January of 2023, after the house was successfully moved. 5. Stillman Creek Property. In 2020 Capitol Land Trust purchased 37.5 acres. Washington Water Trust provided assistance in securing water rights and putting them into the states trust program. 6. Skookumchuck River Property 1. Capitol Land Trust purchased this 27 acre property from Green Diamond in 2021 for just over $300,000. 7. Skookumchuck River Property 2. This 74 acre property, on the other side of the Skookumchuck River from the Green Diamond Property was the only easement in the EAR. CLT purchased the easement in 2020 for approximately $110,000. All of the properties had extensive restoration including engineered log jams and riparian planting led by Washington Department of Fish and Wildlife and The Thurston, Lewis, and Grays Harbor Conservation Districts. Throughout the 3+ year project duration, several amendments were needed to complete the work. - The first was to provide an additional $1 million in order to complete additional transactions and and additional $150,000 to support the relocation of the home on the Wynoochee River to higher ground. - The second amendment, moved $175,000 of the $1 million added to the transactions budget in amendment 1 to relocation. - The third amendment extended the project end date two additional years from 6/30/2021 to 6/30/2023. - The fourth amendment, similar to amendment 2, moved $185,000 of the $1 million added to the transactions budget in amendment 1 to relocation. - The fifth and final amendment extended the closing date to 12/31/23.
