There is localized flooding in Rochester due to failing stormwater pipes. The project will replace the pipes and install an infiltration pond to infiltrate the stormwater. The increased infiltration will add 24 acre feet to the groundwater recharge for the area. Modeling shows that this water will increase the flows in a flow impaired portion of the Black River mostly during the months of May through September which is a critical time for fish (see Figure 2 and Table 1).
