Assessments of the geomorphology and alluvial fan risk on lower Canyon Creek led to recommendations for acquisition of properties in high debris flood risk areas, standards for new construction, and partial removal or setback of an existing levee constructed in 1994. These measures are intended, in part, to reverse ongoing impacts to salmon habitat while more effectively mitigating flood risks. With a combination of state and federal flood hazard reduction (FEMA) and Salmon Recovery Funding Board funding plus Whatcom County Flood Control Zone District funding, Whatcom County partnered with the Whatcom Land Trust to purchase repetitive flood loss and undeveloped properties in the high risk zone of the Canyon Creek alluvial fan. The acquisitions of a fomer family resort and 28 smaller parcels from volunteering private landowners presented the opportunity to engage in the restoration design process at a scale that could restore habitat forming processes in a meaningful way. Key habitat objectives for spring Chinook, steelhead, and bull trout and other natural origin salmonids target maintaining fish passage at a bedrock cascade and restoring habitat diversity and complexity lost following damaging floods in 1989 and 1990 and the subsequent construction of the 1994 levee. The following were accomplished under this grant agreement: (1)·Removal of approximately 1840 feet of an existing levee and reuse of all armor rock and levee fill material; (2) Construction of a new flood hazard management armored setback structure that is located at the margins of the historically active channel area and which is joined to a short section (~150 feet) of the remaining existing levee at the upstream (north) end of the project. The new structure re-used armor rock salvaged from the existing levee in 2013, rock salvaged from a downstream section in 2009 under RCO Project No. 07-1754 Acq/Rst and new imported rock. Use of the 2009 salvaged material fulfills the RCO requirement that the material be removed from tax parcel number 400635224141 owned by Whatcom Land Trust by 2015; (3) Construction of 14 engineered log jams; (4) Site grading of existing levee fill material to create a high terrace on the stream side of the new setback structure and to shape the reconnected floodplain per the plans; (5) Site stabilization including soil amendment, mechanical de-compaction to facilitate planting, and straw mulch on all disturbed surfaces to reduce surface erosion and to add soil organics; and, (6) Planting of potted native trees and shrubs on 7 of the log jams during a Make a Difference Day event in October 2013 attended by 160 volunteers. The remaining 9 engineered log jams and final site planting will be accomplished in 2014 and early 2015 utilizing other state and local funding sources.
