DESCRIPTION
This project will allow for completion of the full project scope as designed under RCO No. 10-1340. This proposal would provide for construction of a total of 12 ELJs designed to complement 12 to be constructed in 2013 and which will provide for increased instream habitat (pools, cover, spawning gravel) and floodplain habitat and function (shadiing, forested island preservation and formation). Please note that the estimate includes a 30% contingency. Costs in the final proposal may be revised downward depending on information gleaned from the bids received for the 2013 work.
The Whatcom County Flood Control Zone District will restore instream and riparian habitat diversity and complexity in a large tributary that provides critical habitat for the North Fork population of spring Chinook salmon, steelhead, and bull trout (all ESA-listed as "threatened"), other salmon, and sea-run and resident trout. The project is located in the lower 0.7 miles of Canyon Creek, a right bank tributary to the North Fork Nooksack River located 2.5 miles west of the town of Glacier and adjacent to the Glacier Springs development in Whatcom County. This grant will provide for the construction of 12 engineered logjams including site access, site preparation, water crossings, materials, jam construction, and site restoration and planting. Objectives include formation of primary pools with complex cover for adult salmonid holding and for juvenile rearing and flood refuge, pool scour and gravel sorting to create suitable spawning on pool tailouts, and stabilization of forested island heads. The 12 jams will complement the 11 jams to be built in 2013 and will ensure that the full habitat benefit envisioned in the project designed under RCO # 10-1340 is realized. Planting will be done in a partnership with Whatcom Land Trust, Sierra Pacific, Whatcom Conservation District, Nooksack Salmon Enhancement Association and Glacier Springs residents and will vest the community in continued protection of salmon resources
