DESCRIPTION
Columbia Conservation District has initiated a process to develop a watershed plan for the Touchet River within Columbia County. These efforts include the establishment of a Touchet River Watershed Council (Council) comprising a Technical Advisory Committee of federal, state, tribal, county and city representation and a Citizen Steering Committee with property owners, business and environmental representation. The Touchet River, a tributary to the Walla Walla River, is home to ESA listed species. The Touchet River and its tributaries, within Columbia County, are the spawning and rearing reaches for salmonids. Various elements of early stage planning and data collection are currently being developed and implemented, through the District, with funding from other sources, ESHB 2496 and Bonneville Power Administration. Current efforts include water quality sampling, literature research and compilation, stream assessment and fish population and utilization. This request is to conduct an Instream Flow Incremental Methodology (IFIM) Study. Data collected will identify limiting factors in relation to the effects of instream flows on salmonid restoration efforts as identified by the Council. Data collection sites will be established, in cooperation with WDFW and DOE, at key locations.
