DESCRIPTION
The Confederated Tribes of the Umatilla Indian Reservation (CTUIR) will use this grant to develop habitat restoration designs that when implemented restore and enhance floodplain connectivity, improve geomorphic and hydrologic function, place instream habitat elements to improve spawning and rearing habitat and complexity, and re-vegetate disturbed riparian areas along approximately 2 mile of the North Fork Touchet River near Dayton, WA. The objective of this project is to provide a set of construction-ready designs adequately detailing a restoration actions. CTUIR as the project sponsor will work with the private landowners within the proposed project reach along with the design team so that the final product meets CTUIR's River Vision goals and landowner needs. The project is identified as the third priority project reach for the North Touchet River in the Touchet River Geomorphic Assessment (SRFB #09-1593). The project will benefit ESA listed Mid-Columbia steelhead and is located in a priority restoration reach of the Touchet River major spawning area, as identified in the Salmon Recovery Plan for SE Washington and the regional three year work
plan.
The Confederated Tribes of the Umatilla Indian Reservation (CTUIR) used this grant to develop habitat restoration designs to restore and enhance floodplain connectivity, improve geomorphic and hydrologic function, place instream habitat elements to improve salmonid spawning and rearing habitat complexity, and re-vegetate disturbed riparian areas along the North Fork Touchet River near Dayton, WA. Final designs were developed to increase floodplain connectivity (10-12 acres), increase instream complexity, increase juvenile salmonid rearing habitat and sediment sorting from Station 22+00 to 45+00. The project will benefit ESA listed Mid-Columbia steelhead and is located in a priority restoration reach of the Touchet River major spawning area, as identified in the Salmon Recovery Plan for SE Washington and the regional three year work plan. Station 65+00 to 74+00 is excluded from all project activities.
As a result of work through this project two landowners have agreed to allow conservation easements be placed on their properties. This work has been supported by funding sources outside this project and agreement. Conservation easements provide an additional layer of protection to habitat and assurances for land owner participation in restoration. The time frame for execution of the easements extends beyond the end date of this agreement. Delays were also caused when the sponsor was asked to re-work the preliminary design by the technical reviewers. The sponsor is dedicated to continue design work after this project ends and intends to finish final designs for the remaining project area other funding sources.
