The Whitman County Conservation District (WCD) performed a habitat assessment on Penawawa Creek and installed Post Assisted Log Structures and channel spanning structures in the lower one mile of Penawawa Creek. The proposed project site is located on US Army Corps of Engineers property, southeast of LaCrosse, WA. The limiting factors on Penawawa Creek are excessive fine sediment, low flow and poor habitat complexity related to a lack of large woody debris (LWD) and poor riparian function. This project primarily benefits ESA listed Snake River steelhead. An assessment was conducted to help inform the restoration actions for the project and will provide a baseline of instream habitat that we can use to assess the effectiveness of the project. . 30 PAL structures were put in late summer of 2016. A rain on snow event in winter of 2017 damaged 5 structures. These damaged structures were repaired. The sponsor also added more material to most of the remaining structures. Fall of 2019 7 channel spanning structures were installed to really slow flows, hopefully spread the water out onto the floodplain, and engage hyporheic connection. The sponsor originally scoped the project to install up to 50 structures, with the plan to install the first 30 and see how they performed. The time and materials needed to repair and upgrade the original structures and build the channel spanning structures exhausted the project budget, and only allowing for 37 structures to be installed. The structures installed are functioning as hoped. There is sediment sorting, induced meandering, riffles around the structures, and improving gaseous exchange. The sponsor planted willow/cottonwood/dogwood cuttings over the course of the project along a mile of stream on both sides. Five acres of western water hemlock were treated and seeded. Herbicidal and biological control of western water hemlock was attempted.
