DESCRIPTION
This project installed fish screens and meters on 35 small irrigation pump diversions and one large (> 10 cfs) diversion (Garrison Creek distributary) on fish-bearing streams and ditches in and around the cities of Walla Walla, College Place, Lowden, and Touchet. Fish screen installation is part of the Early Action Program (EAP) which was agreed upon by the U. S. Fish & Wildlife Service (USFWS) and National Marine Fisheries Service (NMFS) in exchange for a reprieve from regulatory actions in the Walla Walla Basin by those agencies. Entrainment in irrigation withdrawals was a source of mortality for juvenile samonids rearing in the streams and ditches that supply water to the numerous small irrigators within the Walla Walla Basin. With screening the potential for a measurable increase in steelhead productivity in this area is high. The Walla Walla County Conservation District (WWCCD) has installed 80 screens in this area and this project will complete the screening of essentially all diversions within the project area. Low flows in the Walla Walla River between the state line and Mill Creek confluence have resulted in conditions that block access to spawning areas by adult steelhead and reintroduced spring chinook salmon. Low flow conditions also eliminate this reach as rearing habitat for salmonids. This project installed meters on pump diversions which allowed irrigators to voluntarily comply with their water rights. The effect was an increase in the discharged water into critical reaches of the Walla Walla River.
