DESCRIPTION
This project proposes to protect steelhead and bull trout by installing a fish screen on an unscreened irrigation diversion and constructing a diversion structure that restores fish passage. The project is located near Five Mile Road and Mill Creek at RM13, within a high priority protection and restoration reach in an MSA identified in the Salmon Recovery Plan for SE Washington (2011). The project site is located on an established side channel of Mill Creek, which provides excellent spawning and rearing habitat for steelhead. Titus Creek is thought to be a spring fed tributary of Mill Creek and has historic irrigation use. In recent years, Titus Creek flows need to be maintained by diverting Mill Creek water into the Titus Creek channel. Without maintaining flows, the channel goes dry in the winter months, therefore posing a threat to fish life in the creek. Additionally, the point of diversion and "makeshift" diversion structure, create a fish passage barrier to fish into the Mill Creek side channel. This project proposes to construct a diversion dam that includes a fish way (pool and chute) for fish passage. A head gate at the dam will divert flows into Titus Creek and will have an ESA compliant fish screen installed with a fish bypass back into the side channel and Mill Creek. The proposal is for design and construction of the new diversion and fish screen. The WDFW Screen shop and/or irrigators/landowners will provide 15% contributing match toward cost of the project
