DESCRIPTION
Improve instream habitat in coordination with the West Side siphon replacement project. The West Side Irrigating Company plans to replace their siphon with an overhead flume as a result of the siphon being exposed in the 2011 floods. This proposal would coordinate design and construction efforts with West Side in order to improve instream and riparian habitat in the reach from the West Side crossing to Barnes Road. Removal of the existing siphon, habitat improvement structures, stream bank sloping and riparian restoration are included in the project design.
The West Side Crossing Reach Instream Habitat project proposes to restore and improve instream habitat and long term fish passage in Manastash Creek. The project is located between the West Side siphon and Barnes Road intersections with Manastash Creek in Kittitas County, west of Ellensburg. The West Side Irrigating Company plans to replace their siphon with an overhead flume as a result of years of attempting to protect their siphon and continue to provide fish passage. In 2011, major flood events impacted the siphon again and West Side consulted with WDFW and the Kittitas County Conservation District to determine options for providing fish passage while protecting the siphon site. In the meantime, the Manastash Creek Reach Assessment Project was completed and noted a lack of instream complexity and riparian habitat in that reach of the creek. This proposal coordinates design and construction efforts with West Side to improve instream and riparian habitat at the site of the siphon and coordinates with the downstream landowner to address habitat improvements along 400’ of the right bank, in addition to addressing long term fish passage needs. Removal of the existing siphon and installation of habitat improvement structures, stream bank sloping and riparian restoration are included in the project design and implementation. The project would benefit Mid-Columbia Summer Steelhead, Spring Chinook and Coho.
