DESCRIPTION
This project restored fish passage and addressed screening needs related to two Cowiche Creek Water Users (CCWUA) gravity irrigation diversions on Cowiche Creek by eliminating the need to use them. It also increased flows in lower Cowiche Creek. The project site is located approximately 2.5 miles southeast of the town of Cowiche and 5 miles northwest of the city of Yakima, WA. The downstream diversion dam, located at river mile 7.45, was a complete barrier to fish passage during the irrigation season. Removing the need to erect the diversion dam opened up 45.5 miles of upstream habitat to fish. The North Yakima Conservation District eliminated the need to use two Cowiche Creek diversions by creating a new 1583 ac-ft water right on the Tieton River at the same point of diversion as the Yakima Tieton Irrigation District (YTID). An agreement between the CCWUA, YTID, and Bureau of Reclamation was entered into, in which YTID uses its current pipeline infrastructure to transport the CCWUA water right to their existing place of use where a new pressurized pipeline delivers water. The existing CCWUA 1583 ac-ft Cowiche Creek water right was acquired by the Washington Water Project of Trout Unlimited and placed into trust to increase instream flow down to the Naches River. The project impacts the entire Cowiche Creek watershed by allowing year round fish passage past the point of the downstream CCWUA diversion and by increasing flow by an average of 2-3 cfs in the lower 9.6 miles of the creek during the irrigation season. In addition, 395.85 irrigated acres will benefit from a reliable and efficient irrigation system, which will help to protect the viability of that land for agricultural production, thus reducing the likelihood of subdivision and development and the negative fish and wildlife habitat implications associated therewith. The project is intended to benefit juvenile and adult Mid-Columbia steelhead, as well as juvenile and adult coho and Chinook salmon.
