The M2 Mid-Sugar 17-1180 funding provided by RCO/SRFB enabled Methow Salmon Recovery Foundation (MSRF) to acquire a 17.83 acre riverfront parcel on the Methow River at RM 42.3+/-. The parcel was segregated from a larger 40-acre property through a Public Purposes Segregation to allow the private property owner to retain the portion of the property surrounding their existing residential/recreational improvements. The purchased floodplain parcel includes active side channel, floodplain and wetland habitats. The parcel is encumbered by a flood protection levee constructed at some point following record flooding on the Methow River in 1972. The levee is maintained by Okanogan County under the PL8499 program, despite the lack of a recorded easement. The acquisition parcel falls within the Middle Methow (M2) restoration reach and includes approximately 1,300 ft. of mainstem river and 550 ft. of side channel on the right bank of the Methow River. The Parcel also includes a small portion of floodplain area on the left bank of Methow River (2 acres +/-). The property was identified in the Twisp River to Lewisia Road Reach Assessment (YN, 2011) as the "Sugar Levee" project area and was prioritized by MSRF for acquisition and restoration in 2011. This acquisition builds on four properties previously acquired for protection and future restoration. This property is adjacent to the M2 Right Sugar property acquired with SRFB and Tributary funds awarded in 2015 (15-1217), in addition to other contiguous MSRF-owned parcels. Acquisition of this group of properties allows for future restoration on this and the adjacent MSRF owned-properties, and increases certainties for restoration within the project area. Retirement of development rights on the acquisition parcel was accomplished through a Deed of Right granted to the State of Washington, acting by and through the Washington State Salmon Recovery Funding Board and the Washington State Recreation and Conservation Office, and also Wells PUD Habitat Conservation Plan Tributary Committee. This acquisition increases certainties for restoration within the project area (AFN 3229711, 3329710).
