DESCRIPTION
The Chewuch Canal Company historically relied on a 3.5-ft high concrete dam at RM 8.0 on the Chewuch River to make their irrigation diversion. This full channel structure required 2-ft. high flashboards placed on top of the dam for diversion at low and moderate flows, effectively blocking most passage. Marginal fish passage was provided through a denil structure previously used by Douglas PUD for fish trapping and collection. This project replaced the existing dam with a partial span structure across 3/4 of the river with a new 60-foot-long fish passage roughened channel on river right to replace the denil. The project also installed a headgate control at the diversion on river left and reconstructed the existing concrete apron supporting the dam. The historic (1910) dam was a partial passage barrier for ESA-listed species, including Upper Columbia River (UCR) spring Chinook salmon, UCR steelhead, and bull trout. Use of the denile for fish trapping and collection was no longer required by Douglas PUD. Re-construction of the dam and roughened channel has provided improved passage for listed species at all flow levels while maintaining irrigation viability. The Chewuch Basin Council worked with each of the Chewuch River ditches and state and federal agencies to address irrigation impacts to passage, spawning, and rearing in the lower 8 miles of the Chewuch River. Removal of the passage barriers and increasing river flows were identified as priorities in the draft HCP developed for the Chewuch Basin. Efficiency improvements significantly improved flow, but were not sufficient to address all passage limitations. Replacement of the barrier dam at RM 8.0 removed the final barrier to increased access to the upper 30 miles of the Chewuch River.
