DESCRIPTION
The Fulton Dam Barrier Removal Project was a fish habitat project on the Chewuch River near Winthrop in Okanogan County. The overall goal was to restore fish passage at the Fulton irrigation diversion, located at RM 0.7, which at low flows effectively blocked passage into the majority of the Chewuch watershed. Proposed Work Fulton Ditch relied on a rock dam at RM 0.7 on the Chewuch River. The Dam height of 7 feet effectively blocked fish passage at low flows. Limited passage was provided through a denil structure, which was also used for fish trapping and collection by Douglas PUD. This project provided a portion of the funding to replace the diversion dam with a grouted crest and roughened channel diversion structure to provide improved fish passage . The roughened channel averages 20 feet in width and 100 feet in length with a 4% slope. The project benefitted ESA-listed Upper Columba River (UCR) spring Chinook salmon, UCR steelhead, and Columbia River bull trout. Problems addressed The historic dam was a partial passage barrier for listed species. Use of the denil for fish trapping and collection was no longer required by Douglas PUD. Re-construction of the dam, diversion and roughened channel provided improved passage for listed species at all flow levels while maintaining irrigation viability. Why important at this time The Chewuch Basin Council worked with each of the Chewuch River ditches and state and federal agencies to address adverse impacts to passage, spawning and rearing in the lower 8 miles of the Chewuch River. Removal of the passage barriers and increasing river flows were identified as priorities in the draft HCP developed for the Chewuch Basin. Previous efficiency improvements significantly improved flow, but did little to address passage limitations. Renovation of the dam at RM 0.7 provided improved fish passage at all flows to the lower 8 miles.
