DESCRIPTION
According to water rights documents, water use is authorized for 50 acres between the Farm mortgage certificate (40 acres) and the Campbell certificate (10 ares). The Aspen Meadows Ditch is used for conveyance of both rights, which together total a diversion of 1.37 cfs. The entire system was converted to underground sprinklers in 1954. WDFW Yakima Screen Shop installed a fish screen in 1994. The ditch operates with little to no conveyance loss. The ditch company proposes to put the first 5000' of the ditch in a pipe to prevent ditch slumping and failure where it crosses steep side slopes on National Forest Lands. Aspen Meadows will install fish passage in 1999 with a Denial fishway under a plan approved John Easterbrooks of WDFW screen shop in Yakima. A settling pond will be established at diversion and reseeding with natural grasses will be provided by the ditch company. Monitoring of the fishway will take place as part of the periodic inspection process that occurs during the irrigation season. On-going flow and ditch monitoring will take place as part of the Forest Service Special Use Permit Operations and Maintenance Plan, to be reviewed annually. This project complements the Tourangeau Ditch and the Little Bridge Creek Culvert and Fish Passage Barrier Grant application submitted to DOT under the Early Action Program. These three projects have a very positive cumulative effect on fish habitat, passage, and instream flows in Little Bridge Creek.
