DESCRIPTION
The Early Winters Ditch diverts between 12.5-15 cfs of water, and irrigates 250 acres of land. In 1997, high water caused the former diversion log and side channel to wash out, the stream bed elevation to drop, and the channel to migrate laterally away from the headgate, leaving the headgate nearly dry during late summer flows. Heavy equipment is now needed to build up a gravel and rock berm in the channel and push water to the headgate. The headgate is located on National Forest Lands, and the USFS, in consultation with NMFSand USFWS, have made it clear that using heavy equipment to maintain ditch flows is not an option. The ditch needs a permanent diversion structure compatible with channel processes and fish habitat. This project proposes to design and construct a fish friendly diversion structure that ensures flow to the Early Winters Ditch Headgate. New mesh will be placed on the existing fish screen to eliminate take of listed fish. A fish ladder, pool and partial rock weir will be constructed; and a portion of the channel reconfigured. Woody debris structures will be installed to reduce water velocities, which will allow sediments to deposit and re-build an eroded area. In addition, 4 wells will be constructed for use during 'target periods' of low creek flow, leaving more water instream for fish during these periods. This project has the support of WDFW and NMFS.
