Feasibility/alternatives analysis to restore habitat functions currently underway; design in next 2 years; restoration possible w/in 4 yrs depending on outcome
The project area is located on two islands, known as the Island Unit, in a tidally influenced reach of the South Fork Skagit River within the Skagit River delta. Washington Department of Fish and Wildlife (WDFW) owns all of the property comprising this project area as part of the 17,000-acre Skagit Wildlife Area. The proposed project area covers approximately 270 acres. The site is currently diked and drained. WDFW manages the property primarily for winter waterfowl forage and waterfowl hunting.
The site is located in a Skagit Watershed Council Tier 1 area, is identified as a potential estuary restoration site in the Skagit Chinook Recovery Plan and was identified as a priority for near-term advancement through the Skagit Hydrodynamic Modeling project (PRISM #14-1258).
WDFW assessed four land management alternatives for the Island Unit, ranging from no restoration to restoring all 270 acres. The department evaluated alternatives based on state requirements and policies, fish and wildlife needs, community values, and climate resilience. An advisory group provided input throughout the alternatives analysis process. In addition, WDFW held a public comment period on a Draft Alternatives Analysis Report from Nov. 16 to Dec.16 2020. WDFW selected full restoration because it has the clearest path to implementation, supports threatened species, and has the broadest suite of benefits. However, tradeoffs associated with full restoration include a change in the character of waterfowl hunting on the site and the loss of enhanced waterfowl forage at the site. Full restoration is anticipated to provide 270 acres of emergent marsh, scrub-shrub, and floodplain riparian habitat. An analysis by SRSC estimated full restoration will provide 10.31 acres of channel and room for 72,820 (predicted range = 59,377 - 86,035) additional Chinook smolts per year.
