DESCRIPTION
Purpose and Objective
The purpose of the proposed restoration project is to mitigate for the retention of the WSDOT Barnes Creek barrier culvert on the southbound I-5. The unnamed tributary (WRIA 03.0035) is situated 0.7 miles from Barnes Creek and located in the same vicinity in the Lake Samish Watershed. The primary objective of the project is to enhance spawning habitat through the restoration of approximately the 950 feet of the unnamed tributary to Lake Samish on Whatcom County Parks property. The unnamed stream is known to support coho salmon and cutthroat trout. The objective of this report is to document as built conditions.

Project Description
Dittrich Park occurs on Lake Samish and is owned by Whatcom County Parks Department at 323 East Lake Samish Drive (T37N R3E S36) (Attachment A Vicinity Map). The site encompasses about 23 acres in the Lake Samish Watershed and Friday Creek drainage. The site features shoreline, open meadows, wooded areas and about 950 feet of an unnamed stream. Whatcom County leases a residence on the property, but most of the property is undeveloped.

This project involves several instream and riparian related activities. Instream work includes removal of a fish passage barrier; installation of 5 grade control structures; addition of spawning gravel; and installation of 5 large woody debris clusters. A pedestrian bridge was constructed as a replacement for the pre-existing culvert crossing that was perched and formed a fish passage barrier.

Prior to the project a perched culvert and earthen pathway blocked assess to coho salmon and cutthroat trout. The stream lacked woody debris and suffered from streambed degradation and a loss of spawning habitat.

Riparian enhancement is also part of the project and includes invasive species control (mechanical) and planting native trees and shrubs. In-stream work was conducted between the dates of August 27th through September 5, 2007. All elements of the project design including fish pass repair, construction of a pedestrian bridge crossing, log weir placement and LWD placement were implemented during this period. Present throughout construction was WDFW representative Chris Detrick, SFEG project Manger Perry Welch, SFEG Field coordinator Kevik Rensink, SFEG field staff, and the earthwork contractor Harkness Contracting Inc. Mr. Detrick provided a post project email to document completion of the implementation (Attachment B).

Construction occurred during dry stream bed conditions with trickle flow and subsurface flow evident. Prior to implementation, SFEG discovered an underground sewer line beneath the stream. The presence and location of the sewer line was verified by contacting the water district and viewing sewer line as built plans. As a result of the sewer line, the location of the instream structures had to be adjusted in order to avoid excavation near the sewer line.

The lowermost weir station location was installed first. This structure was placed at Station 685.7. With the exception of some variation in the log weir location all log weirs were installed according to plan and detail (Attachment C). As such each weir consists of 2 full spanning double log weir drop structures with two ecology blocks ballasts according to typical WDFW design standards. Liner was installed, and the bed was backfilled with spawning gravel per plan specifications.
