DESCRIPTION
Skagit Dike District #3 acquired and restored of 35 acres of main stem habitat along the South Fork Skagit River. The off-channel wetland and riparian habitat provides multiple benefits to five salmon and two trout species. Tidal back-water effects are present at the site and the area is partially inundated twice daily by tidal activity. The Glasscock property (2.5 acres) is held in fee title by the Dike District and has a SRFB Deed of Right recorded on the site. The Howell and Olson properties (32.5 acres) are held in fee title by the Dike District with a conservation easement held by the Skagit County Farmland Legacy Program and an Assignment of Rights to SRFB. Restoration to riparian and wetland habitat with an extensive backwater channel network has been successful. Secondary channels continued to form with each high water event, native vegetation became well established along the channel corridor, and fish were observed in the channel at every visit. Restoration activities included: 1) removing 4,000 feet of river levee and reconstructing 2,500 feet of levee approximately 700 feet landward of the river bank, which created 21 acres of newly connected riparian habitat; 2) excavating approximately 1,600 feet of backwater channel, which is resulting in the development of a complex network of secondary channels; 3) hydro-seeding the area above the 7 foot elevation; and 4) embedding cottonwood "nurse" logs along the channel corridor. Note that the backwater channel excavation and subsequent wetland development were not part of the original scope; the project sponsor was able to complete these activities with their own funds. The Dike District retained a 40' maintenance buffer along the toe of the levee for flood protection and levee maintenance activities.
