DESCRIPTION
The Hoy Riparian Restoration Project occurred along a two-mile section of the middle Skagit River east of the town of Hamilton, Washington. Seattle City Light (SCL) completed the purchase and sales agreement for the 240-acre property, which is located on the south side of the Skagit River, and acquired it in June 2004 as part of their ESA Early Action Program for the recovery of listed fish species. The two-mile section of river where this restoration project occurred is one of the most important spawning areas for Chinook salmon, chum salmon, pink salmon, and steelhead trout in the lower and middle Skagit River (i.e., downstream of the confluence of the Sauk River). Spawning surveys conducted in recent years indicate that this section of the river possesses the highest concentration of fall Chinook salmon spawners in the middle Skagit River. Fall Chinook salmon are one of six distinct populations of Chinook in the Skagit watershed, and is the population undergoing the greatest decline. Fall Chinook are mainstem spawners and most spawning occurs in middle Skagit River. The riparian vegetation corridor along many areas of the Hoy Property was substantially impacted by cattle grazing and land clearing for farming. The banks along some of this property were threatened by erosion resulting from the poor riparian conditions. This project restored the riparian area along this property, protecting the river banks and sustaining the morphology of the river channel.
