DESCRIPTION
This project supports the further implementation of the Skagit Watershed Council’s Habitat Protection and Restoration Strategy, May 1, 1998, by acquiring critical habitat where salmon historically or currently live and by protecting the landscape processes that insure the successful protection or restoration of habitats to which salmon stocks are adapted. The Habitat Protection and Restoration Strategy builds on the premise that salmon have adapted to stream characteristics that exist in areas where there has been little disturbance by the activities of man. By protecting and/or restoring the natural landscape processes that establish these stream characteristics, habitat projects address the causes, rather than symptoms, of watershed degradation and stand a higher likelihood of success.Note also that the Strategy establishes a protocol and common set of principles for determining the relative value of a project, based on its cost effectiveness, channel type and extent to which its historic conditions can be preserved or re-established. Using this protocol, a prioritized list of stream segments will help insure the efficient and effective use of public and private funding for protection and restoration efforts. The stream segments identified in this project application reflect the results of review and prioritization of the Skagit Watershed Council, using this protocol.
