DESCRIPTION
SCD is partnered with the USFS on a sediment reduction project, Finney Roads Phase 1, that consisted of road upgrades (culvert replacement and fill stabilization), roads put into storage (pull culverts, stabilize fills and water bars), road decommissioning (pull culverts, stabilize fills, remove road prism where needed for stability and water bar). This project is designed to reduce the risk of road failure, erosion, and sediment production and their negative effects on Finney Creek and the Skagit River. Finney Creek, once a WDFW index stream for Chinook, has 11.5 miles of anadromous fish habitat and 11 miles of resident fish habitat. Finney Creek is currently recommended for listing on WDOE 303 (d) for elevated temperature. This is a target area for the Skagit Watershed Interim Restoration Strategy (2000). Watershed restoration in Finney Creek began on Federal lands in the mid 1980's. Thirty-three miles of Forest Service high risk road have been treated since 1986. Private landowners have also been addressing the problems in Finney Creek through a basin wide approach to restoration. Expected results: Water quality will improve and the risk of landslides/sediment delivery will be reduced. This will reduce the potential for erosion, scour, and sediment associated with the existing situation. Better spawning, rearing, and holding habitat conditions for salmon and other aquatic species will result.
