DESCRIPTION
Forterra used this grant to purchase the Beaconsfield on the Sound feeder bluff in Normandy Park which was one of the last privately held undeveloped and restorable feeder bluffs on the mainland of Central Puget Sound. The area consists of 4 acres of historic feeder bluff and over ¼ mile of shoreline important for sustaining nearshore and habitat forming processes in an area especially important for Juvenile Green Duwamish Chinook. An 823' bulkhead consisting of varying sections of rock revetment and concrete bulkhead disconnects much of the feeder bluff from the nearshore. Landownership in the project area was - and remains - complex, as the majority of the bluff is divided into 26 small 0.1 to 0.3 acre parcels which had 22 different landowners at the start of the project. Further, an upland owner has an easement for the bulkhead across some of the shoreline parcels, creating another layer of complexity. CLC obtained 2007 SRFB funding in order to purchase fee simple property, conservation easments and bulkhead removal agreements from landowners. Ultimately, CLC utilized those funds, along with their matching funds, to purchase 11 of the 26 shoreline parcels, permanently protecting large portions of the feeder bluff and shoreline and making them available for public use and restoration efforts going forward. CLC has since transferred all of its shoreline parcels to the City of Normandy Park, which was added to the 2007 SRFB Grant Agreement as a secondary sponsor via an approved Amendment. An earlier SRFB-funded geotech study had recommended 535’ of bulkhead be removed (the remaining bulkhead is required to adequately protect an upslope house) along the northern-most portion of the project area. This targeted bulkhead removal area contained 12 parcels with 9 landowners, with the upland owner having an easement for the bulkhead across some of those parcels. Initial landowner outreach to those 9 owners was highly positive, as 6 owners indicated interest in selling or donating their parcels to CLC. Ultimately, of the 11 parcels CLC acquired with 2007 SRFB funds and match, 3 were in the targeted bulkhead area (King County donated another 2 parcels in this area to CLC). Per the geotech study, bulkhead removal of the entire 535’ would result in a high rate of sediment input of ~7,000 cy/yr for 3-6 years with gradual reduction to the historic erosion rate around 2500 cy/yr. However, over the course of the project, CLC learned that the upland owner does not want to sell his property or his bulkhead easement rights, so restoration of at least some of the bulkheaded parcels may not involve removal of the bulkhead, and in any case requires ongoing planning and further negotiations with the upland owner.
