The Lower Russell Levee Setback project is a flood risk reduction and habitat improvement project on the Green River in the City of Kent. The project was implemented by King County, as service provider to the King County Flood Control District, in partnership with the City of Kent. The project improved habitat for fish and wildlife, enhanced recreation, and provided important flood risk reduction benefits. With other funding, King County set back and improved a flood facility (floodwall and levee) along 1.4 miles of the right bank of the Green River between river miles 17 and 19, relocated Van Doren’s Landing Park away from the river to create space for habitat improvements, and improved the Green River Trail. Forty acres of historical floodplain now stand between the river and the setback levee. King County used the PSAR funding to afford the salmon habitat enhancements, which included 1) excavating 15.8 acres of new rearing and refuge habitat for juvenile salmon from the hydraulically isolated floodplain to be inundated under the river's present flow regime; 2) planting 24.3 acres of riparian habitat to shade the river and enhance and restore riparian function; and 3) installing wood to provide cover for juvenile salmon and create pools for adult salmon migrating upstream. The goal of grant-funded portions of the project is to improve habitat for species recovery of ESA-listed anadromous Chinook salmon; listed steelhead and bull trout may also benefit from the project. Our project was identified as a priority in the WRIA 9 Salmon Habitat Plan, was an early action of the Green River SWIF, a first tier PSP NTA project, & implemented the priority recommendation of the Green River TMDL. It was one of the only sites in the Lower Green River without major development, providing a rare opportunity for substantial habitat restoration in a mostly developed landscape. King County Flood Control District committed funding for habitat & facilitated alternatives & design process with City of Kent, Muckleshoot Tribe, WRIA 9, and others.
