DESCRIPTION
King County used grant funding to acquire a 3.8 acre portion of the 18.64 acre RiverBend mobile home park on the Cedar River in Maple Valley and relocate 10 households to enable future levee setback and floodplain restoration and to connect the Cavanaugh Pond and Ricardi Natural Areas. State law requires compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970. Other proposed acquisition and relocation funding sources include King County WLRD flood/rivers section, Conservation Futures Tax, Cooperative Watershed, and net rental income. The project is a very high priority for implementing the WRIA 8 Chinook Salmon Conservation Plan because of its size, location in the watershed, and its proximity to significant acreage of open space. The project site is identified as a high risk for flooding and a significant portion of the property is located in the channel migration zone. Restoring floodplain in the lower and middle Cedar River is the highest priority for salmon recovery in the Lake Washington/ Cedar/ Sammamish Watershed (WRIA 8). Acquiring and restoring the RiverBend property fills an important acquisition gap in the middle Cedar River, completing nearly five miles of public ownership on the left bank and enabling significant future levee setback and floodplain restoration opportunities. Restoration is estimated to occur within 5 to 7 years of acquisition. Preliminary Design of the restoration phase (SRFB 14-1330) began in June 2015.
