DESCRIPTION
The proposed project is acquisition of approximately 4.5 acres in south Everett. North Creek, a stream that supports Chinook and other salmonids, flows along the western edge of the proposed property acquisition. The intended use of the project site after acquisition is for stormwater management (phase 2, not included in this grant application). A groundwater recharge basin will be constructed on site. Excess stormwater flows will be diverted into the groundwater recharge basin during stormwater runoff events. A lined settling basin will be constructed upstream of the groundwater recharge basin. After the groundwater recharge basin is in operation, and it can be demonstrated that groundwater recharging is occurring during stormwater runoff events, a water right application will be submitted to the Dept. of Ecology to withdraw water from the acquifer during the summer and pump it into North Creek. To summarize, the proposed project would be beneficial in several ways. It would help provide enhanced stream flows and cooler water temperatures for fish in a very urbanized drainage basin. Along with addressing what has been identified as a limiting factor for salmonids in North Creek, this creek is currently listed as a Section 303(D) water body under the Clean Water Act. Thus, the project could provide both improved fisheries habitat and clean water benefits as well and, therefore, be a good example of ESA/CWA integration in the Tri-County area.
