DESCRIPTION
This phase of the Clear Creek project focuses on the acquisition of high priority properties and interim near-term actions that restore hydrologic and riparian functions in the Clear Creek project area. The overarching project will be to acquire property to address longterm flooding issues in the community. Project could include modification and removal of the flood gates at the confluence of the Puyallup River and Clear Creek, between the lower Clear Creek and the lower Puyallup River. Overall project will potentially reconnect up to 500 acres of floodplain in the only tidal influenced juvenile salmon habitat area in the lower Puyallup.
The goal of the project will be to acquire property for the future construction of a levee along Clear Creek which will allow for the removal of flood gates at the confluence of the Puyallup River and Clear Creek. This will reconnect up to 500 acres of floodplain in the only tidal influenced juvenile salmon habitat area in the lower Puyallup. The project will serve to minimize the impact of flooding on the lowlands while preserving existing farmland and providing much needed estuarine habitat. Preliminary design indicates the project will provide refuge and habitat for juvenile salmon. Clear Creek historically drained a vast wetland complex; this wetland complex provided the low water locity/high prey habitat that juvenile salmon require for survival. Daily tidal fluctuations, coupled with flow conditions in the Puyallup River, affect the water level within the creek. To prevent backwater flooding behind the River Road Levee, two flood gates were installed. These gates prevent the Puyallup River from flooding the lowlands behind the levee, but also result in Clear Creek not being able to discharge. Clear Creek then floods approximately 500 acres of farmland, commercial and residential properties valued in excess of $42 million. This phase will target a buy-out of a mobile home park located within the Clear Creek floodplain and the demolition and restoration of an 87 unit mobile home park.
