DESCRIPTION
McNeil Island offers a unique opportunity to protect and restore habitat in a large setting within South Puget Sound. Much of the 12 miles of marine shoreline is in a natural state, retaining high quality due to limited public access. However, development related to the historic use for a federal/state penitentiary (closed in 2011) resulted in some locations being highly impacted and relict debris along the shorelines. WA Department of Fish and Wildlife and Department of Natural Resources (DNR) are working with the Department of Corrections (DOC) to restore as much of the shoreline to natural state as possible, while retaining the perimeter road, where necessary, to maintain safety and security related to island operations and the Special Commitment Center. The Coastal Road bisected three estuarine sites and disconnected impounded wetlands from tidal influence. The culverts in the roadway were undersized and in poor condition, and compounded by the use of pond levelers (riser culverts) at Bodley Creek and Floyds Cove. Working with DOC and DNR, we collaborated to reconnect these former tidal wetlands with full tidal exchange, benefitting Chinook and other estuarine fish and wildlife. In this grant, we completed construction at Milewa Creek Estuary, removing the existing roadway and culvert at the mouth of the disconnected estuary, removing the shoreline debris associated with the road and a large concrete encased pipe extending 200' onto the beach, and revegetating the shoreline. We also continued work with stakeholders to develop preliminary (permit-ready) designs to reconnect tidal exchange at Bodley Creek and Floyds Cove, completing wetland, cultural resource and geotech assessments, as well as early design documents. DNR and WDFW completed a feasibility study to restore the shoreline along Still Harbor, which was highly altered by shoreline fill and development of infrastructure to support the construction and maintenance of the McNeil Island Correctional Center.
