The Keystone Preserve Acquisition and Restoration project on Whidbey Island will protect 3,500 feet (2/3 mile) of Puget Sound shoreline including active and vegetated feeder bluffs, kelp and eelgrass beds that provide migratory habitat for Puget Sound salmon, including endangered Chinook. The project addresses the top priorities  of the WRIA 6 (Island) Multi-Species Salmon Recovery Plan - protection and restoration of natural marine shorelines and processes: Protection: The project will directly protect 3,500 feet of intact beach and tidelands on Admiralty Bay, along with 175 acres of the 226-acre Keystone Preserve property (the remaining 51-acres has been carved out ). The property is Geographic Area 3 of the WRIA 6 Multi-Species Salmon Recovery Plan, an area well known for large number of migrating salmon. Restoration: The project will also remove the existing beach house and ~300 feet of associated shoreline hard-armoring along the low-bank portion of the property. Hard-armor removal will be paid for by WDNR's Creosote Removal Program as project match. Under and enhanced project budget, coastal habitat buffers and riparian restoration can also take place, to revegetate 15-acres of open field along the shoreline to native plants, and restore and revegetate a stream.
