The Whidbey Camano Land Trust and the Dugualla Heights homeowners association, with technical assistance from the Whidbey Island Conservation District , will convert a 25 acre parcel of pasture/open-water lagoon with minimal connection to the Dugualla Bay portion of Skagit Bay into a tidally influenced barrier estuary to serve as nearshore habitat for salmon smolt coming out of Skagit Bay. Dugualla Bay is a high priority for providing nursery habitat for young Skagit Chinook and other salmonids because it is less than one ebb-tide from the mouth of the North Fork of the Skagit River. Acquisition phase completed. Design feasibility completed by March 2011. 90% design completed 2013. Implementation was scheduled for 2014-2015 but ran into landowner willingness issues at permitting. The project was closed January 2015.
