North Whidbey Nonpoint Pollution Prevention Plan - Madrona Way Outfall (Not Ranked; Code: DRSW 3)

The following is from a 2006 Review of plan actions:
Location: Connecting road from SR 20 to Coupeville along the south side of Penn Cove

Problem: Unstable bluff may be a result of, or directly affected by, surface and/or sub-surface flows. A county drainage culvert drains over the bluff near the unstable bluff. There is a potential threat to both commercial and recreational shellfishing in Penn Cove.

Proposed Solutions:
- Direct the flow away from the bank in a closed system to a less vulnerable location or a detention area.
- Support he county's plan to stablize the bank to keep it from slumping as part of their Madrona Way Road Relocation Plan.

Estimated Cost: Diversion/closed system ($100,000-$150,000); Bank Stabilization ($84,400); Drainage Easements ($20,000); Acquisitions ($65,000)

Status: Complete
Both of the proposed solutions were completed in 2005 by Island County Public Works through the Madrona Way Reconstruction Project and the Madrona Way Outfall Project (county roads funds). The scope of the Madrona Way Reconstruction Project was to reconstruct approximately 1000 linear feet of Madrona Way along the south side of Penn Cove. Construction activities included clearing and grubbing; removing and placing culverts; installing storm drain pipes, a stormwater outfall, waterline, soil nails, hilfiker wall, MSE wall, guardrail, and hot mix asphalt pavement. Additionally the banks were re-vegetated to prevent erosion and restore habitat. The total project cost was $1,237,000 - approximately half was federally funded through the State Transporation Project - Reconstruction funds; the remaider was locally funded.
