Partner with Washington Water Trust to do a flow assessment of each watershed, especially focusing on summer low flow. the assessment would include an estimate of the range of flow volumes by month, water withdrawals including ponds, blocking culverts and ponds, and sufficient flow needs for salmonids.
This feasibility study will determine if sufficient flow exists for future habitat restoration. This study was identified by the Technical Advisory Group as a necessary precursor to stream restoration in Garrison Creek. Since then, two genetically distinct cutthroat populations for the San Juan Islands, were identified in Garrison Creek and Doe Bay Creek (WDFW/Long Live the Kings/WFC 2016). The availability of water for restoration must be assessed for both watersheds.
