DESCRIPTION
Process-based restoration has been recognized as the ideal means of restoring Puget Sound nearshore environments. Processed-based restoration attempts to restore and protect those self-sustaining processes that support the ongoing maintenance of habitats on a landscape scale. Coastal geomorphic processes create and maintain the nearshore habitats upon which many Puget Sound species of concern rely, including forage fish spawning areas, and juvenile salmonid rearing and migratory habitats, among others. Eroding bluffs (referred to as “feeder bluffs”) contribute sediment to net shore-drift cells (along shore sediment sub-systems); replacing sediment that is continuously transported to maintain down-drift habitats such as spits and pocket estuaries. The San Juan County Feeder Bluff Project completed mapping of current conditions for all San Juan County dirft cells, conducted a histroic condition analysis of feeder bluffs, identified restoration and protection priorities at the shoreform, drift cell and county scale, informed land use planning and management and conducted community outreach. Specific objectives accomplished included: ? Researched and mapped the historic geomorphic conditions of all modified shores within San Juan County drift cells. Analyzed and compared results of current and historic conditions to identify cells that are the most intact and those that have incurred the greatest losses of sediment sources. ? Included current and historical feeder bluff data into a restoration prioritization for juvenile salmon and salmon prey. results have been included in the FSJ 2011 shoreline modification inventory restroation opportunities priortization and are also being used by the putting it all together (PIAT) strategic planning process underway in san juan county. ? Improved protection and restoration of valued nearshore ecosystem components through extensive data distribution, land manager training, landowner education and outreach, and participation in relevant county planning processes. Feeder bluff project results and maps were provided to over 100 coastal scientists, planners and managers, including SMP and CAP staff and consultants. Project methods and results were presented by Jim Johannessen at a San Juan Coutny land manager training held in the spring of 2011. Detailed anaysis, review and comment of ongoing drafts of CAO and SMP ordinances and documents, including the geohazards section of the CAO update and the inventory and characterization element of the SMP occurred at multiple public commnet periods throughout the grant time frame. Shoreline landowner field workshops were held on Lopez, San Juan and Orcas Islands in early summer 2011. General interest articles on coastal processes were run in local print and web media and featured, with mapping results in the FSJ summer newsletter which was mailed to all San Juan County boxhlders as well as off island FSJ members and partners. ? Filled a key remaining salmon recovery data gap and support process-based, nearshore ecosystem recovery. Project results incorporated into updated shoreform layer for San Juan County and incorporated into local salmon recovery strategic planning and project identification and ranking efforts.
