DESCRIPTION
The project developed Engineered Designs and a PS&E package to prepare the project to go to bid for construction. Environmental permit applications have been submitted and are under review. When constructed the project will replace three fish barrier culverts (known as the triple culverts) with appropriately sized fish passable structure(s). Removing the barriers will provide 2.4 miles of riparian spawning and 15.6 acres of upstream wetland habitat for rearing Coho, steelhead, and sea run cutthroat. This is the last barrier in need of correction on Johnson Creek in the Hoko watershed. The project is located on the Hoko-Ozette Road at milepost 9.4 on Johnson Creek, in Section 23, Range 14, Township 31. Hoko-Ozette Road provides public access to Olympic National Park including Ozette Lake and miles of Pacific Coast beaches. This project received a cost increase amendment and a time extension. These elements were necessary due to the nature of the site discovered once design began. Geotech borings showed that the soils were extremely soft for a great depth (up to 170'). This discovery lead to the conclusion that standard crossings such as girder bridges or concrete box culverts would be infeasible at the site due to the requirements for large heavy abutments that require hard ground to sit on or the need for piles to be driven to support the abutments. The extreme depth of soft soils make these standard approaches infeasible. Instead a design that installs light structures that will "float" on the soft soils is needed at the site. Also due to the forested wetland surrounding the project, a complex phased construction sequence needed to be developed and a wall system designed using sheet piling developed to minimize wetland impacts outside of the current roadway footprint. These unique design scenarios, and the additional geotechnical efforts needed to inform these designs, raised the cost of the design project above what was initially anticipated and prolonged the design timeline. Project studies included geotechnical work, hydraulic studies, a wetland delineation and a cultural resource survey. Permits applications for the project were prepared and submitted. An HPA and a USACE permit were issues. The project received an exemption from any Clallam County permits due to it being a fish passage project.
