DESCRIPTION
This proposal focuses on floodplain restoration, revegetation and monitoring actions complementary to Elwha dam removal. The Floodplain Restoration proposal focuses on restoration of habitat forming processes in the lower river through the removal of abandoned push up dikes, logjam construction and culvert correction. Revegetation actions in this proposal are designed to enhance planned activities identified in the Elwha River revegetation and fisheries plans by expanding efforts to control exotic vegetation and to support floodplain revegetation efforts in the lower river floodplain. We also propose monitoring to complement ongoing efforts by the Tribe, state and federal agencies in areas that are critical to evaluate the success of the overall project. This includes support for the highest ranked monitoring proposal on the Elwha project, the enumeration of adult fish using a weir. This proposal has been bundled and includes three discrete project areas: 1) restoration of floodplain habitats in the lower Elwha River (below Elwha dam), 2) revegetation and exotic plant control activities in support of dam removal actions that will dewater two existing reservoirs, and 3) initiation of long-term monitoring of adult fish populations in the Elwha River using an adult enumeration weir. Specific floodplain restoration activities include: the removal of three abandoned push up dikes in the Elwha River floodplain, the construction of 20 engineered logjams, and the removal and upgrade of two undersized culverts that affect habitat forming process. Revegetation activities would support efforts to eradicate exotic plants and reforest floodplain riparian habitats in the lower river prior to dam removal in the Elwha watershed. Monitoring activities would be implemented to support ongoing efforts to evaluate effects of dam removal on the Elwha River Ecosystem. Monitoring efforts in this proposal would focus directly on adult fish returns to the system using a floating resistance board weir. This proposal is designed to be complementary to implementation of the EREFRA (P.L. 102-495), which will result in removal of two mainstem hydroelectric dams in 2011. That action will restore access for anadromous fish to 35 miles of mainstem and over 100 miles of tributaries in the Elwha watershed, the majority protected within ONP. This project will improve habitat conditions in the lower 3.5 miles of the Elwha's floodplain, improve connectivity of the estuary affecting 82 acres as well as provide critical information to evaluate the success of one of the largest dam removal restoration projects in the county.
