DESCRIPTION
Clallam County currently lacks an acquisition plan or the ability to actually state a formal County policy or goals for acquisition of property for purposes other than County owned infrastructure or buildings. Consequently, the County lacks the ability to take advantage of one of the most powerful and well-funded restoration tools currently available. Property acquisition is a high priority for the Dungeness River Management Team in reducing flood hazard and restoration/protection of habitat, or in meeting open space goals under the County's Comprehensive Plan. This project is to develop a specific acquisition plan for the Dungeness River and Jimmycomelately Creek, as well as a general policy tool for the remainder of the County. Elements of this project will be requirements of available funding programs; options for ownership (easements, fee simple, etc.); where the ownership resides (North Olympic Land Trust, Clallam County, Tribes, Private parties); inventory and prioritization based on existing flood hazard, potential flood hazard, habitat quality, restoration opportunity, and water quality improvements; legal constraints; and adoption as policy guidance by the Dungeness River Management Team and the Board of Clallam County Commissioners.
