DESCRIPTION
Three entities, Cline Irrigation District, Clallam Ditch Company and the Dungeness Irrigation Group, formed a public-private partnership to improve the efficiencies of irrigation water delivery systems by reducing diversions from the Dungeness River. Under the sponsorship of the Clallam Conservation District, they replaced approximately 16.75 miles of open canals and ditches with approximately 12.75 miles of closed-end pipelines, resulting in estimated water savings of 1,833 acre feet per year (6 cubic feet per second). These water savings directly benefit all salmon in the Dungeness River, including three Threatened salmonids - Puget Sound Chinook, Hood Canal summer chum, and bull trout. The lower Dungeness River is on the Clean Water Act 303(d) list for low instream flows.
The three entities share a common diversion structure at the Dungeness River that splits into three main canals approximately three-quarters of a mile from the river. The Clallam Ditch Company and Cline Irrigation District main canals, which crossed one another four times, were replaced with a single pipeline. Ditch piping eliminated conveyance losses, thus increased flows in the Dungeness River from river mile 7.2 downstream by an average of 6 cfs, significantly (nearly 10%) increasing flows during late summer and drought years. In addition, the lower river and Dungeness Bay are on the 303(d) list for fecal coliform bacteria. The piping eliminated tailwater spills and associated contamination to Dungeness Bay.
